This briefing outlines the case for universal free school meal (FSM) provision and contains relevant research as of September 2022. Since then, the cost of living crisis continues to affect household finances, and food inflation continues to outstrip the general level of economy-wide inflation. Last week the Resolution Foundation has shown that the cost of living pressures are easing more slowly than inflation is falling.
The arguments outlined in our 2022 briefing remain relevant on the benefits and impacts of universal FSM provision, and more recent economic developments make the case for universalism even more compelling. What is more, a universal FSM programme has been rolled-out across London. The rapidly changing nature of households economic fortunes underscores the difficulties in meeting need through means-tests.
